What you can do to solve this problem:

There are few things you can do to solve this problem.

 
1. Check your browser version.If your browser version is outdated please visit the relevant website to upgrade your  browser. 

2. If your browser version is up to date, check your "Cipher Strength" level. Cipher Strength should be set to 128 bit, if less use the link at the bottom of this page to upgrade it to 128 bit.

3. If you don't wish to upgrade your browser you may try the following instructions.
Click the "Tools" menu and than "Internet Options".
Click the "Advanced" tab at the top of the dialog box.
Scroll down to "HTTP 1.1 Settings".
If there is a checkmark in any box under HTTP 1.1 settings, click on the checkmark to make the box blank. Then select "Apply".

Scroll down to "Security" settings.
Make sure the above settings are ticked:
PCT 1.0
SSL 2.0
TLS 1.0
Then click "Apply".

Close and then reopen your browser.

If this did not help, make sure SSL 3.0 is un-ticked and apply settings once more.
